Doctors on contract seek regularisation of jobs

Demanding regularisation in service of doctors taken on contractual basis in the Department of Health, the Puducherry Contract Medical Officers Association called on the Puducherry administration to seek approval from the Union Public Service Commission (UPSC) to regularise their jobs on the lines of the new policy in Andaman and Nicobar Islands.

They questioned as to why even those who have served for the past 18 years in the department of health have not been regularised.

“These doctors have to give way for the ones who clear the UPSC exams. This has left the contract doctors lives in the lurch. Most of them are above 36 years old and it is difficult to find another job at that age,” said the association in a press statement.

The Association said that the doctors taken on contractual basis do not get proper salary. Pointing out that they were not entitled any of the basic rights, the association noted: “Their salaries are lower than those who fall under the Group C and D. They cannot avail medical leave and even female doctors cannot claim maternity leave or benefits. Besides, they can avail only one day leave in a month. If they take more than two days, their salaries will be cut.”

Some of the other concerns raised were that their contracts were renewed after 120 days of work and two days leave. Their work in the government hospital or Primary Health Centres (PHCs) would be terminated once a doctor who clears the UPSC exam is posted. In Puducherry, there are 23 PHCs. The doctors taken on contractual basis have to travel long distances spending on their own to fill in posts that are vacant due to delay in posting the regularised staff or even when the doctors are on leave. “If questioned any of these, they are removed from work without any notice,” the association noted.
