CM marching to present full budget

The official machinery is geared up to produce the budget for 2015-16 on time this financial year.

“A full budget for 2015-16 will be presented by Chief Minister N. Rangasamy in mid-March. There will not be interim budget like last year,” a highly-placed source said.

In the last year, as the schedule for the April 24 parliamentary polls was announced, the Chief Minister in March presented an interim budget in view of the model code of conduct in place and sought allocation of funds for the first six months of the fiscal 2014-2015.

Later, the government had been under Opposition fire for delaying the convening of the Assembly to present the budget.

The Opposition had demanded that the government tender an explanation for the delay and urged immediate commencement of Legislative Assembly.

Some of the political parties even wondered if the government would be able to pass the budget proposals at all.

The budget session of the Legislative Assembly commenced on September 8. Mr. Rangasamy presented budget proposals for the second six months of 2014-15.

Transfer on hold

Meanwhile, Mr.Rangasamy has requested the Union Ministry of Home Affairs(MHA) to put on hold the transfer of Chief Secretary Chetan B. Sanghi until the presentation of budget proposals.

Last December, Mr.Sanghi was transferred and posted as Joint-Secretary of the Union Ministry of Women and Child Development in New Delhi. But his transfer was not effected till date because a replacement is yet to be finalised.

According to sources, a panel of four officers of the Arunachal Pradesh-Goa-Mizoram and Union Territory cadre were prepared by the Union government and Mr. Rangasamy was consulted.

But, he requested the Union Home Ministry to maintain status quo on the post. As the budget preparation is a major exercise, Chief Minister wants to utilise the services of Mr. Sanghi.
