Chief Minister V. Narayanasamy has asked Lt. Governor Kiran Bedi to refrain from issuing “irregular and illegal” instructions to Secretaries bypassing laid down norms and procedure.

“It has been brought to my notice that Raj Nivas has started asking for advance copies of letters and reports. In this connection, it may be noted that there is clear cut, laid down provisions regarding submission of proposals, forms, papers and files,” Mr. Narayanasamy said in his communication to the office of Lt. Governor.

‘Not desirable’

“Any attempt to bypass the administrative hierarchy is neither possible nor desirable,” he said.

The Chief Minister even cited the specific case of the Planning Secretary being asked to give a copy of vision document in advance. “Such an important document might be revised at the level of Chief Secretary, Portfolio Minister or Chief Minister before finalisation.

“Hence, the departmental secretaries cannot and should not give any advance copy to the Lt. Governor.

You are requested to refrain from issuing such irregular and illegal instructions to secretaries,” the Chief Minister said.
