Grievances from four taluks to be taken up in first round

The Directorate of Panchayats has begun addressing complaints on pending regularisation of unauthorised constructions in various grama panchayats in Kozhikode district.

In the first round, complaints from the four taluks of Kozhikode, Koyilandy, Thamarassery and Vadakara will be considered.

The Deputy Director of Panchayats will chair each taluk-level adalat. Complaints that are not settled during the taluk-level sitting will be considered at the district-level adalat to be attended by a panel of higher officers.

According to officials, the first round of the taluk-level sitting, which was held at Thamarassery recently, attended to 84 complaints pertaining to domestic and commercial constructions. Of them, 14 were settled. The adalat benefits people from 11 grama panchayats, they said.

Arrangements have been made for holding municipality- and corporation-level adalats.

The deadline for submitting applications to the district-level adalat is July 31. Only complaints submitted to the panchayat authorities by July 11 will be considered at the taluk- or municipal-level adalats.

The panchayat authorities have made it clear that the regularisation of unauthorised constructions will not permitted even at the taluk- or district-level adalat without rectifying issues highlighted by building inspectors.

A majority of complaints at the first taluk-level adalat were rejected as they were submitted without addressing violations, they said.

The norms will be strict for applications related to commercial constructions in view of the recent uproar over the alleged apathy of a few officials in clearing files. At the first round of the adalat at Thamarassery, applications regarding regularisation of illegal constructions, expansions, and approval for plans violating constructions norms were rejected.

At the forthcoming district-level adalat, a Kerala Coastal Zone Management Authority (KCZMA) representative will be a panel member along with other district-level officers including the District Collector. Complaints regarding regularisation from fishermen and commercial builders will be processed only with the sanction of the KCZMA representative.
