More accountability in health care sector needed, says Sen

India’s healthcare system needs to be more accountable so that its respect among the masses increases considerably, said Nobel laureate Amartya Sen here on Friday.

He was speaking on the concluding day of a two-day workshop on people’s health and public policy. Attended by a panel of policy makers, academicians, and government representatives, the workshop discussed the various aspects of health care in the country and West Bengal, with special emphasis on public health care.

Infrastructure and facilities in hospitals should be made better and extended, Dr. Sen said.

“India’s health policies suffer from the neglect of the promotion of protective health care over emphasising clinical care. Despite a general lack of provision of public health wherever such facilities provide a modicum of care, people in general and the disadvantaged in particular tend to avail of such care,” the economist said.

Instead of encouraging the mushrooming of health care facilities all over cities, the government needs to make sure that basic health care facilities are extended to those living even in the remote villages, he said, adding that the outreach of health care in rural areas was very poor.

Although the Centre has come up with a number of schemes for the poor, the rampant corruption at various levels of the administration makes it difficult for the poor to avail of such schemes, Dr. Sen said.

“A real concern seems to be that going against the lessons learnt globally. India’s health care vision seems to be veering towards greater reliance on commercial health care at the expense of publicly provided universal health coverage,” he said.
