Paliwal, Udhayachandran shifted

Both were widely known for initiating far-reaching reforms

In a major reshuffle, the State government on Thursday moved out many senior IAS officers including Sunil Paliwal, Secretary (Higher Education) and T. Udhayachandran, Secretary (Curriculum – School Education). Both were widely credited with bringing in far-reaching reforms in their departments.

Mr. Udhayachandran, posted as Commissioner of Archaeology, was on two committees constituted to qualitatively revise the school education curriculum after many years in his original capacity as School Education Secretary. The work of the two committees has been completed.

Last year, the Madras High Court directed the government not to disturb the composition of the two committees. Thereafter, he was designated Secretary (Curriculum) and another officer, Pradeep Yadav, was brought in as Secretary (School Education).

Mr. Paliwal would swap places with Mangat Ram Sharma, Secretary (Labour & Employment), a Government Order said.

In his previous post, Mr. Paliwal attempted to clean up the administration of state universities and sought to make university administrators accountable. He was instrumental in bringing online application process for engineering courses, last year and online admission process for BE/B.Tech this year with Anna University serving as the nodal agency. He initiated the process of ranking institutions at the state-level, with the aim of improving their performance in the National Institutional Ranking Framework.

A. Shanmugasundaram has been posted as Chennai Collector.

According to the G.O., Managing Director of Tamil Nadu Slum Clearance Board Shambhu Kallolikar was transferred and posted as Secretary, Environment and Forests Department. Mr. Kallolikar will also hold full additional charge of Chairman, Tamil Nadu Pollution Control Board.

While Kumar Jayant will take over as Secretary, Handlooms, Handicrafts, Textiles & Khadi Department; Dayanand Kataria will assume the former’s position as Secretary, Cooperation, Food & Consumer Protection Department. Md. Nasimuddin will be appointed Secretary, Energy Department and T.K. Ramachandran will take over as the Commissioner of Hindu Religious and Charitable Endowments.

Santosh K. Misra will be the Commissioner of e-Governance as well as Managing Director of Tamil Nadu e-Governance Agency. Santosh Babu will be the Secretary of Information Technology Department and V. Arun Roy will continue to be Additional Secretary in the Industries Department.

K. Phanindra Reddy has been posted as Director of Anna Institute of Management and Ashok Dongre will be Managing Director Chennai Metropolitan Water Supply & Sewerage Board. R. Jaya will be the Managing Director of Tamil Nadu Warehousing Corporation and Chandrakant B. Kamble has been named Chairman and Managing Director, Power Finance and Infrastructure Development Corporation Limited.

B. Chandra Mohan will be the chief of Tamil Nadu Handicrafts Development Corporation Limited. M.S. Shanmugam will be the Managing Director of Tamil Nadu Slum Clearance Board and Anandrao Vishnu Patil has been appointed as the Managing Director of Tamil Nadu Housing Board.

J.U. Chandrakala has been appointed the Executive Director of Tamil Nadu Corporation for Development of Women Limited and Greater Chennai Corporation Commissioner D. Karthikeyan will hold full additional charge of Chairman and Managing Director of Tamil Nadu Urban Finance and Infrastructure Development Corporation.

Mageswari Ravikumar, S. Prabhakar and K. Veera Raghava Rao will be Collectors of Tiruvallur, Krishnagiri and Ramanathapuram districts respectively. V. Anbuselvan will be Cuddalore Collector while C. Kathiravan will be the Collector of Erode district. S. Natarajan will be the Collector for Madurai, J. Jayakanthan for Sivaganga district and E. Sundaravalli has been posted as the Joint Commissioner of Commercial Taxes Department.V.P. Thandapani has been appointed as the Director of Stationery & Printing. while G. Latha would be Joint Secretary in Revenue and Disaster Management. J. Anne Mary Swarna, Additional Director of Rural Development & Panchayat Raj Department.
