With just two days left for the deadline for transfer of officials, the corridors of the State Secretariat are teeming with employees seeking transfers and postings to the places of their choice.
Armed with recommendations from legislators and Ministers, officers/employees have been knocking the doors of Ministers’ chambers in the Vidhana Soudha as well in the Vikasa Soudha.
The government has set June 25 as the last date for completing the transfer process.
Even though several Ministers have gone to participate in the inauguration of an industrial park in Chamarajangar by the Chief Minister on Tuesday, the Secretariat corridors were filled with government officials serving in various departments and districts. Even legislators are found visiting offices of Ministers and recommending transfers.
Following a large number of visitors, police personnel have been allowing employees inside the Secretariat only after verification of the ID cards and purpose of visit.
According to officials in the Secretariat, more than 25 per cent of officials/employees seek transfers to Bengaluru citing various reasons, including education, health and, housing. For instance, the government has shifted 31 of the 55 veterinary centres out from Bengaluru but still veterinary staff seek transfers to the State capital, an official in the Animal Husbandry and Veterinary Department told The Hindu .
The transfer policy announced last year envisaged that 6 per cent of the total employees in each department can be transferred. Only the Primary and Secondary Education Department increased the percentage to 8.
All group A and B (IAS, IPS, secretaries, chief engineers) should be shifted from their posting at the district or divisional levels only after completing three years. In case of group C and D employees, they can be transferred if they have completed four and seven years, respectively.
However, the Chief Minister can, in public interest and to ensure “good administration”, order transfers anytime.
