Samuel Paul, Founder-Chairman of the Public Affairs Centre and Public Affairs Foundation, passed away at 3 p.m. on Monday at the Mazumdar Shaw Medical Centre following a brief illness.
According to a press release from PAC, Dr. Paul was 85 and is survived by his wife Lily Paul and three children.
Dr. Paul, after pioneering management education in India at IIM Ahmedabad in the 1970s, moved to advisory positions in the World Bank and several international organisations. He also taught at the Kennedy School of Government and the Woodrow Wilson School of Public Affairs, Princeton University.
After he retired, he returned to Bengaluru and established PAC with an aim of improving communication between users of public services and the government. Today, PAC works across the country and in parts of South Asia; it is also a member of the Think Tank Initiative.
Dr. Paul was honoured with the Padma Shri in 2004. He was recipient of the Fred Riggs Award of the American Society of Public Administration and the Nohria Award of the All India Management Association. He was also the first Asian to be awarded the Jit Gill Memorial Award by the World Bank.
