Playschool sexual assault case: Three more arrested

Even as parents of the Bengaluru playschool, where a three-year-old was allegedly sexually assaulted by a supervisor, intensified their protests, the city police have arrested two members of the management and a staffer for failing to comply with the Karnataka State Child Protection Policy.

The arrested include Kingston D’Souza, national academic head of the chain of pre-schools; Veena Ashok, director of the playschool franchise in Bellandur where the incident was reported on Friday; and Niti, a staff member.

The playschool is a franchise of a well-known national chain that has over 1,500 centres across 550 cities in India and Nepal, with close to 4 lakh students on its rolls. The parents of the little girl, allegedly assaulted by the non-teaching supervisoron Friday, said the management had not taken their complaints seriously when they reported the incident to them.

Hemanth Nimbalkar, Additional Commissioner of Police (East), Bengaluru told The Hindu that the school management members were arrested for violating many guidelines stipulated in the State Child Protection policy. The preschool allegedly did not have a Child Protection Committee that oversees safety of children in an educational institution.

Deputy Commissioner of Police (Whitefield division) Narayana M. said the police had booked a case against the management of the preschool under Section 188 of the IPC Indian Penal Code for disobedience to an order duly promulgated by a public servant.

The Department of Public Instruction has also compiled a report stating that the preschool, which also ran kindergarten classes, had not registered with them. The Karnataka State Commission for Protection of Child Rights has taken up suo motu complaint.

The police had arrested the accused, Manjunath V., under sections of the POCSO Act soon after the parents filed the complaint.
