Ranking seven in Swachh Survekshan, GVMC slipped four positions not being able to further improve or retain the 2017 status.

Visakhapatnam scored 3,547 points, while Indore that notched up the first rank as the cleanest city got 3,707 and Chandigarh that got third rank scored 3,649. Bhopal stood second scoring 3,689.

Two other cities -- Vijayawada and Tirupati -- are just ahead of Visakhapatam by 33 and 29 points respectively.

However, the rankings have always been a close thing. In 2017, the difference between the first rank and the third was nine points and between the second and the third a mere four. This year the gap was somewhat more.

From last year to this Survekshan, the points doubled from 2,000 to 4,000 and parameters increased 10 to 12. The number of cities increased from 434 to 4203.

In service level progress, the city scored 1,209 out of 1,400, in direct observation 1,107 out of 1,200 and in citizen feedback and Swachhta App, it got 1,231 out of 1,400.

“We have done well in documentation. In field inspection too we are satisfied 100 %. But that direct observation is the area we have scored less,” say sources in GVMC. A detailed analysis will have to be done once.

“We will seek information on the details of the direct observation marks since we expected to score better and viewed it as our strength,” says Municipal Commissioner M. Hari Narayanan commenting on the rank when contacted.

‘Lost on two grounds’

“On primary analysis it is seen that we have lost out on two grounds -- direct observation and citizen feedback whereas our service levels are good,” he says.

Citizen participation is also seen as an area where there is a good scope for improvement. With its population of 20 lakh, the city probably got the largest feedback by 1.5 lakh. But it’s the quality of feedback that matters.
