Enrolment of voters for MLC election

VISAKHAPATNAM: The last date for enrolling as a voter for election to the Member of Legislative Council from the graduates constituency of Visakhapatnam, Vizianagaram and Srikakulam districts is November 5, Collector and District Election Officer Pravin Kumar said here on Friday.

Any one who has received a degree from a recognised university or equivalent qualification as specified in the Representation of People’s Act 1950 at least three years before the qualifying date and is an ordinary resident of the constituency is eligible to be enrolled as a voter for the graduate MLC’s election.

“Those who have voted in the earlier graduates MLC seat election have to get enrolled again. Electoral rolls for this election are different from the electoral rolls for the general elections. One should have his or her name in the electoral rolls to exercise his or her franchise. No one can claim that he or she can vote in this election also because his or her name is on the electoral rolls for general elections”, Mr. Pravin Kumar clarified at a press conference.

The District Revenue Officer of Visakhapatnam is the Electoral Registration Officer of the constituency and all Divisional officers and Tahsildars of the three districts in the constituency are Assistant Electoral Registration Officers. Zonal Commissioners of GVMC and MPDOs of the three districts are appointed Designated Officers for receiving claims from eligible citizens.

Eligible persons have to apply for enrolment in the prescribed Form 18 along with the degree or diploma certificate in original or a copy of it authenticated by a gazetted officer. Applications have to be submitted to the ERO or Assistant ERO or Designated Officer in person or through post. While submitting in person, the applicant can produce his or her original degree certificate to the official which will be returned after verification.

The Collector also clarified that bulk submission of applications is allowed only from a college or institution through the management. However, in the case of group of colleges or institutions each college or institution of the group has to submit individually and not as a group.

“In the case of a family one of the eligible graduate applicant can submit the applications on behalf of other eligible persons in the family if they are residing in the same address but every applicant must produce his or her original degree certificate”, he said.

After receiving applications till the last date, the draft publication of electoral rolls will be made on November 23 and claims and objections will be accepted till December 8. After disposing of the claims and objections, the final publication of the electoral rolls is scheduled for Dec. 30.

When the enrolment was last done for this constituency in 2011, the number of voters recorded was 1.60 lakh and about two lakh voters are expected to get enrolled this time.
