Govt. issues guidelines for transfers

The State Government has issued detailed guidelines for the transfer of employees in different categories following its decision to lift the ban on transfer of employees.

In the orders issued on Monday, the Government said the transfers would be affected between May 18 and May 31 and there would be no transfers after the last date. The Government has, however, said the employees due to retire on or before June 30 would not be transferred even as it made clear that people who have not completed two years of service in their posting as on May 1 would not be transferred.

The orders said that employees who had completed five years of service in their respective postings would not be retained in the present posting and service in all cadres at any duty station would be counted while calculating the period of service at a particular location. According to the orders, employees who have completed two years of service could be transferred on administrative grounds or specified grounds including disabilities. In case of husband and wife being employed, only one of the spouses would be shifted.

Employees could request for transfer in the event of requirement of advanced medical treatment for serious ailments like cancer, open heart surgery, neuro surgery and renal transplantation for self or spouse or dependent children and dependent parents even as a provision had been given to employees with mentally retarded children to seek posting in a place where medical facilities were available subject to verification by a competent authority.
