E-governance Authority formed toaccelerate growth of IT industry

Governing Council to be headed by Chandrababu Naidu. To be constituted as a Society under the AP Societies Registration Act, 2001, the eGovernance Authority headed by a CEO/Director who can either be an eGov expert with adequate experience and drive or from the IAS.

After releasing the blue print for accelerated development of IT sector in the State, the government has announced constitution of e-governance Authority to achieve the desired results in a time bound manner.

The government has also announced constitution of two other entities, Electronics & IT Agency and Innovation Society and the three entities – e-governance Authority, Electronics & IT Agency and Innovation Society – would act as the umbrella organisation for taking forward the goals envisaged in the IT sector development blue print. The Governing Councils of the three entities would be headed by Chief Minister N. Chandrababu Naidu as chairman while the Chief Secretary and the IT Secretary would be chairman of the executive councils for the three bodies.

To be constituted as a Society under the AP Societies Registration Act, 2001, the eGovernance Authority headed by a CEO/Director who can either be an eGov expert with adequate experience and drive or from the IAS. Accordingly, the authority would be entrusted with the task of giving a concrete shape to policies and frameworks that need to be put in place.

It would design and implement an overall architecture for realising the vision for providing G2C and G2B services through multiple channels besides defining portfolio of G2C, G2B, G2E and G2G services and prioritising them for implementation. The authority should take advantage of emerging technologies like Cloud and Big Data Analytics for establishing a state of the art State Data Centre. In addition, it should facilitate undertaking of an extensive Government Process Re-engineering besides redesigning service delivery infrastructure.

The Electronics & IT Agency, to be headed by a CEO, a technocrat with wide industry experience, would create a set of policies related to promotion of electronics & IT as also a set of implementation guidelines to translate the policies into a reality. In addition to securing clearances for the IT Investment Regions to be established in the State, the agency should explore the potential for establishing electronic manufacturing units and design blue prints for Mega IT Hubs and other hubs at carefully selected locations.

The Innovation Society on its part would be entrusted with formulation of Innovation Policy and agenda and establishment of an innovation and transformation academy for creating a talented pool of professionals and entrepreneurs. The society would work on nucleating start-up villages and providing guidance and support to their growth in addition to implementing a framework for enhancing the quality of graduates in IT and electronics with active collaboration of the industry.

The government envisaged launch of a portal as repository for all best practices in e-Governance, IT and Electronics.
