4% reservation for differently abled

Close on the heels of allowing 4% reservation for differently abled people in the Kerala Administrative Service, the government on Kerala Piravi Day issued orders increasing the reservation for them in government appointments from 3% to 4%.

The increase was in accordance with the Rights of Persons with Disabilities Act, 2016, Minister for Social Justice K.K. Shylaja said.

The 1st, 34th, and 67th turns allotted for the differently abled candidates in the Kerala Public Service Commission’s rules of rotation on a roster of 100 points when the reservation was 3% have become the 1st, 26th, 51st, and 76th turns in the order.

An expert committee will decide for which posts and for which category of the differently abled will the increase be allowed and and issue an order in this regard.

Ms. Shylaja said the increase in reservation was a follow-up to the steps taken by the government to improve the conditions of the differently abled. Besides the blind and visually impaired, deaf and aurally challenged, those with locomotor disability or cerebral palsy, people cured of leprosy, those with dwarfism, and those who have suffered acid attacks, people with autism, mental retardation, learning disability, and the mentally ill and those with more than one disability have been included to provide the hike in reservation.

The Persons with Disabilities Act, 1995, allowed 3% reservation. It allowed the blind and visually impaired, the deaf and aurally challenged, those with locomotor disability or cerebral palsy 1% reservation each. This was made applicable in government service here and suitable posts were identified. However, after the Rights of Persons with Disabilities Act, 2016, came into effect, the government looked into the issue of increasing the reservation and took a decision.

In the wake of special reservation for the differently abled, another government order discontinuing the grace marks system allowed to the differently abled has been issued.
