MADURAIThe licence granted to Tamil Nadu AIDS Control Society (TANSACS) under the Foreign Contribution (Regulation) Act (FCRA) to receive funds from foreign agencies stands cancelled since July 10, 2017 due to non-submission of compliance documents.
The by-law of TANSACS enables it to receive funds from foreign agencies like the World Bank, World Health Organisation (WHO) and United Nations International Children's Emergency Fund (UNICEF), for which it possessed a licence under FCRA.
A notice accessed from MHA website showed that a notice was sent in 2014 to TANSACS for non-filing of annual returns on details of the funds received were not submitted for 2009-10, 2010-11 and 2011-12. Sources in TANSACS said that reminders were also sent after the filing of returns was made online since 2015.
K. Senthil Raj, Project Director, TANSACS, however, said that the licence was allowed to get cancelled since the organisation stopped receiving foreign funds directly few years before.
“All our funding comes from National AIDS Control Organisation, which in turn gets some funds from foreign agencies. Hence, the necessity to hold an FCRA licence does not exist anymore,” he said.
