Six-month deadline set to switch to e-governance

Kochi Corporation staff to be trained in running the system

The e-governance fiasco in the Kochi Corporation will be sorted out in six months.

A decision in this regard was taken at a meeting convened by Minister for Local Self-Government A.C. Moideen in Thiruvananthapuram on Tuesday.

The civic body had approached the State government seeking its intervention in the issue. Though most local bodies in the State are offering their services to the public through e-governance mode, the programme had failed to take off in Kochi.

The standoff between the Information Kerala Mission (IKM), the government arm for digitised services, and TCS, the private consultancy firm which won the bid for implementing the project, and the dispute between the Kochi Corporation and TCS had delayed its implementation.

The meeting, while setting a deadline of six months for completing the project, decided to train the staff of the civic body in running the system.

The modalities for integration of data and sharing of files between various agencies will also be worked out. The civic body was given permission for appointing an IT engineer and a hardware expert for managing its affairs.

The payment of dues of ₹3.31 crore to TCS, the contractual amount agreed upon between the Kochi Corporation and the firm for rolling out the e-governance programme, will be paid once the project is completed.

The civic body will have to pay the company for the development of any new process and modules, which were not included in the earlier agreement between the two agencies, it was decided.

Periodic review meeting on the progress of the project comprising representatives of the IT firms and the Mayor and the Secretary of the Corporation will also be held.

Mayor Soumini Jain, Deputy Mayor T. J. Vinod, P.M. Haris, K.V. P. Krishnakumar, Grecy Joseph and A.B. Sabu, chairpersons of standing committees of the civic body, Johnson Pattathil, Corporation councillor and Corporation Secretary R.S. Anu attended the meeting.
