Plea for global tenders to appoint consultant

Writ seeks directive to government

A writ petition was filed on Monday before the Kerala High Court seeking a directive to the State government to float global tenders for appointment of a general consultant for the proposed monorail/Light Metro projects in Thiruvananthapuram and Kozhikode.

The petition was filed by V. Sankaranarayanan of Thiruvananthapuram.

According to him, the State government was going ahead with a plan to entrust the consultancy with the Delhi Metro Rail Corporation without calling a global tender.

The petitioner said Kerala Monorail Corporation Ltd. did not have the infrastructure to implement the two projects.

Three types of works

In fact, the projects involved three types of works — signalling system, civil constructions, and rolling stock. The petitioner also said that in the matter of appointing general consultant, the accepted mode was by way of inviting global tenders. However, the Delhi Metro Rail Corporation was pressurising the government to give the work to it, the petition alleged.
