Observe election rules, says Collector

February 24, 2012 12:35 pm | Updated 12:35 pm IST - KOCHI:

District Collector P.I. Sheikh Pareed, who is also the district election officer, said that the Election Commission restrictions at the time of filing of nominations should be strictly observed.

Candidates should not come in procession for filing nominations. Only three vehicles will be permitted within the 100 m radius of the returning officer's office.

Only the candidate, his or her election agent, the person who has nominated the candidate, and a person authorised by the candidate in writing will be allowed inside the office at the time of scrutiny of the nomination. Candidates are free to use any number of vehicles for campaigning. However, they should secure the prior approval and permit of the returning officer for all vehicles used for campaigning. The original permit card should be visibly displayed on the vehicle.

The permit card should bear the number of the vehicle and the name of the candidate. Transferring the permit card procured for a vehicle of one candidate to be used for another candidate's vehicles is punishable under the Indian Penal Code. Deploying vehicles for campaigning without the permit will also attract punishments.

Grounds of educational institutions receiving government aid, and in government or private ownership should not be used for election campaigning. The Collector urged candidates to restrict the use of plastic and flex in campaign.
