A Division Bench of the Kerala High Court on Thursday directed the State government, Road Safety Commissioner, Chief Engineers of Public Works Department and the National Highways Authority of India to carry out its earlier directive to repair and maintain all roads leading to Sabarimala before the start of the Mandalam-Makaravilakku season.
The Bench comprising Justice Thottathil B. Radhakrishnan and Justice Anu Sivaraman observed that the effective implementation of the directives did not depend on the policy decision of the government. The court pointed out that administrative sanction was a mere executive requirement.
The government should ensure that judicial orders were given complete effect to in letter and spirit.
The court issued the directives when a report filed by the Sabarimala Special Commissioner on the repair and maintenance of the roads came up for hearing.
Meanwhile, acting on another report of the Commissioner, the Bench directed the State government and the Director of Health Services to make available all facilities at the medical centres in Sabarimala and Pampa.
The Director of Health Services in a statement pointed out that sufficient anti-venom had been made available in all medical centres at Sabarimala as well as at the government dispensary at Pampa.
