Kerala Government Contractor’s Association has alleged that government departments and agencies have failed to implement Goods and Services Tax (GST) rules.

Association State president Varghese Kanampally said here on Thursday that systems to provide the contract amount and GST as per invoices given by contractors had not been put in place in government offices.

Mr. Varghese said VAT rates were still being given in the tender schedules for various works.

The departments imposed heavy fine once the monthly returns were not submitted by the contractors. But contractors could not include the correct details in their returns if the departments failed to approve the works completed each month, he said.

The association representatives alleged that departments had not implemented the government package compensating the additional tax incurred owing to the switch from VAT to GST since July 1. The association has urged the government to release their bills through banks.
