The State would have four zones and different posts in the government divided into three cadres, if the recommendations made by the high-level committee headed by Deputy Chief Minister (Education) Kadiyam Srihari are accepted.
The Cabinet committee had conducted a detailed study on the issue and had made recommendations necessitating amendments to the Presidential Orders of 1974 for putting in place the new zonal and cadre system. The State presently has two zones—Zones V and VI—as per the Presidential Order of 1974 with four zones of the erstwhile united State going to Andhra Pradesh post-bifurcation. According to the previous orders, the erstwhile districts of Adilabad, Karimnagar, Warangal and Khammam are grouped under Zone V while Zone VI is comprised of Hyderabad and erstwhile districts of Ranga Reddy, Mahabubnagar, Nizamabad, Medak and Nalgonda.
In its report, the committee has recommended creation of four zones covering all the 31 districts. The districts of Adilabad, Kumram Bheem, Mancherial, Nirmal, Nizamabad, Kamareddy, Medak, Siddipet and Sangareddy had been placed under Zone I and Jagtial, Peddapalli, Rajanna-Sircilla, Karimnagar, Jayashankar - Bhupalpally, Warangal Urban and Rural, Jangaon, Mahabubabad, Bhadradri-Kothagudem and Khammam form part of Zone II.
Hyderabad, Rangareddy and Medchal-Malkajgiri had been placed under Zone III and Vikarabad, Mahabubnagar, Wanaparthy, Jogulamba, Nagarkurnool, Nalgonda, Yadadri-Bhuvanagiri and Suryapet districts had been placed under Zone IV. The committee had taken care to ensure that the population was proportionately divided between among different zones after the reorganisation of districts in its recommendation for creation of the new zones.
The committee had suggested continuance of the existing Presidential Order after making the required amendments and wanted the definition of the local candidate to be suitably amended by considering the period of study from classes 1 to 7, instead of classes 4 to 10 as a criterion for according the local status.
