TS, AP to expedite resolution of pending bifurcation issues

Chief Secretaries of two States agree on frequent meet of SR secretaries to evolve acceptable solutions

The governments of Telangana and Andhra Pradesh have resolved to ensure speedy resolution of pending issues that came up post-bifurcation.

A meeting of the Chief Secretaries of the two States has asked the State Reorganisation secretaries to meet frequently to evolve mutually agreed solutions to major issues like transfer of employees working in different departments which have no legal implications. The meeting decided to examine the transfer of teachers between the two States which hit a road block as requests for transfers could be examined if they were made by teachers of the same subject.

“The two States have decided to consider lifting of subject specification in consultation with the education departments,” a senior official said. Telangana Chief Secretary S.K. Joshi, his AP counterpart Dinesh Kumar and senior officials of the reorganisation wings of the two States attended the more than two-hour meeting held here on Friday.

The meeting, held after being postponed several times, discussed about arriving at a decision on the definition of “head quarter asset” as requested by the Telangana government, but no final conclusion had been reached. Bifurcation of some of the Schedule IX and Schedule X institutions, particularly those with only cash and no fixed assets had come up for discussion. The discussion comes after the committee headed by Sheila Bhide had finalised bifurcation of 54 institutions including 40 without fixed assets.

The AP representatives are understood to have informed their TS counterparts that AP had clarified its stand on the 40 corporations and orders were issued accordingly. These orders were under the examination of the Telangana government which was yet to take a decision.

The meeting took into consideration the problems encountered in respect of transfer of DSPs, additional SPs and non-cadre SPs pending finalisation of seniority lists.

Though the AP government had made tentative list of allocation based on seniority, the order was suspended by the High Court following petitions filed against the seniority lists finalised.

“The meeting has accordingly decided to approach the High Court seeking its permission to ensure completion of allocation. Finalisation of seniority list can be taken up subsequently,” the official told The Hindu .

The meeting discussed about the proposal from the two States seeking exchange of employees working in the police department and it was decided to entrust the Directors General of Police to study the feasibility of such an exchange and submit recommendations accordingly. Senior officials said the transfer of Class IV employees of TS origin working in AP figured in the meeting, but no decision had been taken as the issue was being examined by a Ministerial Committee headed by Telangana Finance Minister Eatala Rajender.
