Stick to model code, Chief Secretary tells Collectors

Chief Secretary S.K. Joshi has instructed officials of various departments and District Collectors to strictly adhere to the Model Code of Conduct while continuing the existing work and schemes.

Mr.Joshi held a review meeting with officials of various departments and also held a video conference with District Collectors at the Secretariat here on Thursday.

Presidential Order

He sought the steps being taken by the Collectors on the implementation of code of conduct and directed the departments to complete the steps required to be taken for the implementation of new Presidential Order by March 31.

GAD Principal Secretary Adhar Sinha said that various Head of Departments completed Proforma 1 but should complete the details of posts in their departments. Special offices and State-level officers which were not under the purview of the Presidential Order should fill the details in Proforma V.

The GOs on the posts should be issued as per the Business Rules with the permission of the competent authority and the Finance Department would reconcile the posts in every department.

T-Web portal

The Chief Secretary said that every department should appoint one Nodal Officer for the T-Web portal. IT Principal Secretary Jayesh Ranjan said that there were 573 websites and they were following 160 parameters in accordance with Guidelines for Telangana Government Websites (GTGW).

The websites of various government departments would be integrated and linked to the State portal. Focus would be on cyber security, user-friendly features. The websites would have information related to government departments, online services and schemes, he explained.

Ease of Doing Business

Mr. Joshi said all reforms required for Ease of Doing Business should be completed by March 19.

Later in the video conference with the District Collectors, issues related to solid waste management, Haritha Haram, model code of conduct, training to newly elected sarpanches, survey of forest lands and seasonal conditions were discussed.

Solid waste management

Solid Waste Management Committee State Chairman Justice C.V. Ramulu said Action Taken Report and Future Action Plan on solid waste management should be submitted by the District Collectors.

Collectors should discuss this with people and ensure that all the stipulations related to solid waste management should be implemented in the districts.

‘Fix time-line’

Municipal Administration Principal Secretary Arvind Kumar said special attention should be paid to scientific disposal of solid waste and agencies and experts on the subject would be sent to the districts.

A time-line should be fixed for the scientific capping, bio-processing and bio-mining measures and garbage yards be monitored, he said. The measures taken at the State-level should also be taken at the district-level through the committees.

Training for sarpanches

Mr. Joshi said that training for the newly elected sarpanches should be completed by March 29 and they should be explained about the utilisation of funds, responsibilities, duties and village development. Data needed for the e-panchayat software should be submitted.

Revenue Special Chief Secretary Rajesh Tiwari said 90% of work related to revenue and forest land survey were completed and only five districts were remaining. Twenty survey teams were working in Bhupalapalli, Nagar Kurnool, Adilabad, Mahabubabad, Komaram Bheem and Asifabad and so far 53.77 lakh acres were reconciled.

The Chief Secretary also directed the Collectors to implement the Summer Action Plan and all the departments should work in coordination to ensure that people would not suffer from sun stroke and ensure there was no drinking water scarcity.
