‘Prepare draft rules for official nod for exhibitions, festivals, public meetings’

Chief Secretary S.K. Joshi has directed officials to prepare draft guidelines for giving permission to exhibitions, public meetings, festivals and other celebrations within a week.

The draft guidelines will be for fire services, municipal administration, police, electricity and other departments for giving permission to public events.

Numaish lesson

Addressing a review meeting attended by senior officials from Revenue, Municipal Administration, Home, GHMC Commissioner, Police Commissioners and Fire Services Director General at the Secretariat here on Wednesday, Mr. Joshi referred to the fire accident at the Exhibition Grounds in Hyderabad a few weeks ago and emphasised that standard operating procedures be formulated for giving permission to exhibitions and other events in the State. A single application form should be prepared to be submitted to various departments.

Annual events like Numaish, distribution of fish medicine and other events attract lakhs of people and for such events, model layouts should be designed, he said and added that organisers should have a special understanding about the visitors to the exhibition and the stalls to be set up.

Safety stipulations

The Chief Secretary said that stipulations should be formulated for different categories such as permanent buildings, function halls, etc .The stipulations should be such that the organisers would apply for permissions online and before sanction of permission by various departments, there should necessarily be field-level inspections.

The layouts should have emergency exits, way for the fire engines to pass easily, signages, parking, water facility, insurance, fire hydrants etc., and priority be given to safety and security of people. The rules should be laid down to give permissions within the stipulated time.

The Police Commissioners and District Collectors also should be involved in giving certain permissions and they should be included in the guidelines.

Principal Secretary of Municipal Administration Arvind Kumar said guidelines would also be formulated for the inclusion of lifts/elevators and their maintenance in the permissions for construction of buildings.

Once the guidelines are formulated, meetings would be conducted with exhibition organisers to create awareness and ensure that they adhere to all the regulations.
