PRC plans portal for grievances

The Pay Revision Commission, the first one constituted after the formation of Telangana, is making arrangements to launch an exclusive portal soon.

The portal has been contemplated to receive grievances of employees online and ensure that any communication by the Commission reaches employees and heads of departments on real-time basis. Though it was contemplated to entrust the Finance department with the responsibility of launching the portal, the Commission subsequently decided to opt for the Centre for Good Governance, which had a track record of developing such applications. The Commission held two rounds of discussions with the CGG about the scope of the portal and the contents that should be incorporated in it, facilitating easy access for stakeholders on the work undertaken by the PRC. “The CGG is preferred as it has the capability to address technical glitches, if any,” a PRC member told The Hindu .

According to him, the Commission was thoroughly examining the recommendations made by the previous PRCs as they would be helpful in amicably resolving issues like anomalies in pay scales for employees of same cadre in different departments. “Discussions are on with the CGG on the prospects of hosting the legacy data, the data prepared by the previous commissions online,” he said. Though the PRC had not set any deadline for CGG for designing and developing the portal, it was hopeful that the portal would be launched “soon” so that employees could forthwith submit their representations online.

The PRC had been receiving responses from the heads of departments for the questionnaire seeking their views on the pattern to be adopted for fixing pattern of the new scales. The work of the panel was adversely affected as many of the heads of departments had not communicated their responses till recently and the PRC was forced to extend the deadline to August 10.
