Water consumers should submit occupancy certificates to HMWSSB to avoid a penalty of three times their water cess. The penalty applies to new connections and those with existing connections with plot area higher than 100 sq. meters.

However, “Board has sanctioned connection to every eligible applicant regardless of OC submission,” the Board clarified. The Board has not received any directions from government to stop levying three times the bill from consumers who have applied for building regularisation scheme, the release stated. The triple billing is done as per G.O No. 168 dated April 7, 2012.
