No Rythu Bandhu for tenant farmers: KCR

Chief Minister K. Chandrasekhar Rao has asserted once again that the demand to extend ‘Rythu Bandhu’ investment support scheme to tenant farmers has no logic or rationale or legal sanctity.

“How can the government extend investment support of ₹4,000 per acre, twice a year to farmers who basically have no legal right over the land taken on lease?” he asked.

The Rythu Bandhu scheme is envisaged to extend financial assistance to all farmers who suffered losses and became financially weak in the combined State and it is not meant for tenant farmers, Mr. Rao clarified yet again at an review meeting on the scheme here on Saturday. “Government has no record of tenant farmers and no land owner ever recognised the tenant farmer formally. In such a scenario, how can the government extend financial assistance to people who have no right on the land. This will give rise to irrational demands from random groups of people in future,” he said.

There would be audit for every rupee spent by the government and it has to account for every rupee of public money spent and should have the approval of the Assembly, he said. Not only farmers, many people give their assets like industries, function halls, factories, houses, cars on lease for a specific period but those who take such assets do not get any ownership rights. When no one talked about helping such people who took assets on lease, then why an exception be made to tenant farmers, the Chief Minister said.

Moreover a farmer is free to let out his land to the other for a single crop or for multiple crops. At times, a farmer leases his land to more than one person and it will be difficult for the government to identify who the tenant farmer is. Thus the Rythu Bandhu scheme will be confined only to farmers who are land owners, he explained.
