Govt. mulls decision support system to tahsildars

To help them take informed decision while issuing income certificates

The State government has actively been considering providing decision support system to tahsildars to ensure that there was no scope for shortcomings in the issuance of income certificate.

The present system of the issuance of income certificate is highly subjective and is based on discretionary reports of the subordinate officers/employees. The tahsildars do not have any direct way of knowing the economic status of an applicant.

“The current system is leading to significant inclusion of errors in the welfare schemes wherein ineligible persons are likely to be benefited,” a government note said. It was accordingly decided to utilise Samagra Vedika, an integrated database of departments of the government developed by the ITE&C and Planning Departments.

The application enables the officials concerned to get information on socio-economic status of the applicants through the existing data sets of different departments. There is also no dependency on any unique ID of citizens, including their Aadhaar number.

By using Samagra Vedika, the tahsildars would have access to the details of economic status of the applicant, his/her family members, including land, building, property, vehicles, monthly power bills, GST, income tax and other parameters. After considering the information, the tahsildars would be free to take a decision on issuing the income certificate.

“The proposed method of issuing income certificates will reduce errors in the welfare schemes,” the note said, adding that the system was ready for implementation subject to the approval of the government.
