Aspiring home-owners urged to register on DPMS

GHMC has urged citizens aiming to build their own house in the city to register their names and mobile numbers on the Development Permission Management System (DPMS) along with that of the architect’s while applying online for building permissions.

A consultant from the Administrative Staff College of India (ASCI), while making a presentation at the citizens’ meet on behalf of GHMC, said this will ensure SMSes are sent to the mobile number about the movement of the file along the line of bureaucracy.

Further, it will prevent citizens from falling into the trap of brokers and getting duped by them.

Simplifying the process for building permissions, Subramaniam, the consultant, said all that an aspiring home-owner has to do is approach an architect for drawing, and apply online with documentary support. Within seven days, any shortfalls will be intimated, and after fulfilling the same, the permission would be accorded within 21 days.

“Pay only when the SMS comes for it,” he cautioned, advising against engaging third party agents.

Layout approval

Buyers of open plots should check for the layout approval either by GHMC, HMDA or DTCP (Directorate of Town and Country Planning), and if it is approved under Layout Regularisation Scheme. If the plot is not covered under the approved layout, one has to check whether there is a registered link document before the cut-off date of LRS, the latest being October 28, 2018, the GHMC officials informed.

Check for title deeds and encumbrance certificate and and do not buy plots shown as parks or open spaces in the layouts, they cautioned.

Director, Town and Country Planning, K. Vidyadhar, said all plots over 500 square yards are mandated with layout approval and RERA clearance.

Checklist

Flat buyers should check for legal documents such as sale deed, land use certificate, master plan and latest encumbrance certificate. They should check if the builder has all permits and if the flat under sale is in mortgage with the corporation. They should insist on occupancy certificate and RERA registration. RERA registration website clearly shows all the mortgaged flats, Mr. Vidyadhar informed.

Those aiming to construct individual houses should submit approved layout/ LRS proceedings/ previous sanctioned plan, sale deed/ ownership document/ link documents, latest market value certificate if the proposal is not covered with approved layout/ previous permissions, latest encumbrance certificate, Auto CAD drawings in pre-DCR format by certified architect, license copy of architect, up to date property tax receipt, land use certificate, etc.
