Focus shifts to finalising staffing pattern in depts.

Presidential assent received for the new zonal system

The government has focussed attention on finalising the staffing pattern in different departments to ascertain the exact number of those in regular service and those engaged on contract and outsourcing basis.

The exercise has been mandated in view of the introduction of the new zonal system paving the way for formation of seven zones and two multi-zones as against the two zones – Zone V and Zone VI – of the past.

Following the Presidential assent received for the new zonal system, it had become mandatory for the government to take up redeployment of staff in line with the new system and this would necessitate assessment of staffing pattern in different departments.

The government had accordingly instructed the departments to submit the details of sanctioned strength to each of the department as also the details of the regular employees to the Finance Department.

The departments had been asked to submit the details of all the employees working on contract and outsourcing basis along with their names and designations so that the exact staff strength could be ascertained.

The depts. had been asked to furnish details of daily wage workers, full-time and part-time contingent employees as also the information pertaining to contractual services and outsourcing engagements.

The departments, while ensuring sufficient provisions for payment of remuneration to persons engaged on contract and outsourcing basis, should furnish relevant orders issued by the competent authorities for engaging them on contract/outsourcing basis.

They should furnish calculation sheet consisting of rate of contract, period of contract and the number of persons engaged, besides others. The exercise, according to officials, once completed would give an exact assessment of the staff requirement and help in finalising the staffing pattern in line with the new zonal system.

“It will also form the basis for issuing recruitment notices in the coming days as we will have the exact figure of the sanctioned strength as well as the number of staff working at present,” a senior official told The Hindu .
