About a month ahead of the Global Entrepreneurship Summit (GES), 2017, an international event the city will host from November 28 to 30, the Telangana State government has decided to hand over the beggars caught from the streets to the Department of Prisons, for their training and rehabilitation.

As apparent from a government order issued on Monday, the government has designated the premises adjacent to prisons as institutions and officials from the prisons as superintendents, defined under the A.P. Prevention of Begging Act, 1977.
The order cited Section 11 of the Act to name the old observation home for boys behind the Central Prison at Chanchalguda for the male beggars, and the building adjacent to Cherlapally Central Prison for the woman beggars as “work houses” as well as “special homes”.
The vice-principal, State Institute of Correctional Administration, Chanchalguda, will be the superintendent for the home for males, while the superintendent of the Prisoners’ Agricultural Colony, Cherlapally, will be the superintendent of the home for women beggars.
As per the Act, the government may designate a certified institution and a superintendent for the detention, training and employment of beggars. A drive against begging would be launched in the city in a month after respite from the spell of continual rains, officials from the GHMC have informed.
The corporation is planning to conduct a snap survey to estimate and assess the number and the socio-economic status of beggars in the city, GHMC commissioner B. Janardhan Reddy informed.
“We will act in coordination with other departments such as Women and Child development, prisons, MEPMA, urban community development, the police and NGOs, to carry out a sustainable programme against begging. We need to devise a multi-dimensional strategy to undertake various rehabilitation plans for children, men, women and to deal with organised criminals,” Mr. Reddy said.
The GES 2017 is being deemed as a prestigious event for the city with Ivanka Trump, the daughter of the US president Donald Trump, set to lead the US delegation. A total of 1500 investors, industrialists and speakers from across the world are expected to attend the event, set to be inaugurated by Prime Minister Narendra Modi.
