Even as the Andhra Pradesh government is relieved that the uncertainty over implementation of Section 8 of AP State Reorganisation Act is put to rest with the Attorney General giving the much-needed clarity in a letter addressed to Governor E.S.L. Narasimhan, the latter’s office flatly denied that they were in receipt of any such letter.
After the recent representation made by Chief Minister N. Chandrababu Naidu to the Prime Minister and later by Chief Secretary I.Y.R. Krishna Rao to the Union Home Secretary on ‘violations’ of the Act in the last one year and the need to operationalise the section 8 which vests special powers to maintain law and order in the common Governor for AP and Telangana, highly placed sources said the Governor sought the advice of Attorney General apparently at the suggestion of Union Home Ministry.
The AG has said the Governor, before issuing a notification for assuming law and order powers under Section 8 of the Act, should hold consultations with the Council of Ministers of the State of Telangana.
The draft notification could be sent to the Telangana Chief Minister for his views on the issue and give him three days to respond.
