Worker falls from 14th floor of under-construction PHQ

Is critical; victim’s friend says he got scared and slipped when staff yelled at him

A 20-year-old worker, who was working at the under-construction Police Headquarters on Parliament Street, is battling for his life at a government hospital here after he fell from the 14th floor on Thursday.

The victim, Sikander, hails from Bihar.

He was allegedly yelled at by an employee of the construction firm after which he got scared and slipped, claimed his friend Bhavesh Saha (23), who was present at the time of the incident.

Mr. Saha said that Sikander had come to Delhi on Tuesday and joined work just three days ago.

Mr. Saha told The Hindu that they and a few others, were working on the 14th floor around 12.45 p.m., when an employee of the construction firm came to click pictures of the work in progress. “He [the staffer] started shouting at Sikander to stand to the side so he could take some pictures. He yelled so badly that Sikander got scared and slipped,” Mr. Saha said. The 20-year-old fell through the shaft and got stuck on the 5th floor; unconscious.

Head and back injury

Mr. Saha, along with three others, rushed to the 5th floor and pulled Sikander out. He said that it took nearly an hour to pull Sikander out and take him to Ram Manohar Lohia Hospital, where he is currently undergoing treatment.

“He has sustained severe head and back injury and the doctor has not stated whether he will be able to survive,” the friend added.

Mr. Saha told the police that the shaft was open, which was negligence on the part of the construction company. The First Information Report has named Garuda Construction and Engineering Private Limited.

Deputy Commissioner of Police (New Delhi) Madhur Verma said that a case under IPC Sections 288 (negligent conduct with respect to pulling down or repairing buildings) and 337 (causing hurt by act endangering life) has been registered. “The supervisor and the contractor have been booked. Further investigation is under way,” said the DCP.
