A notice was issued on Wednesday by the Delhi Chief Electoral Officer to Congress Delhi in-charge P. C Chacko, and the party’s North East Delhi candidate, Sheila Dikshit, over alleged ‘allurement of voters by offering ₹6,000 per month’.

The Congress has promised this amount as a part of its universal basic income ‘Nyay’ scheme proposed in its manifesto.

The complaint, however, relates to forms allegedly being distributed by members of the Congress to have people “register” themselves for the scheme, an official said.

The complaint on violation of the model code of conduct was filed by Faizan Ansari against Ms. Dikshit, her son Sandeep Dikshit and other office bearers of the party.

The respondents have been given till Thursday afternoon to reply to the complaint.
