Over ₹40 crore in funding remains unused and not one toilet has been constructed under the central government’s Swachh Bharat Mission in Delhi in the two-and-a-half-years since the programme started, the Comptroller and Auditor General of India (CAG) found in its 2016-17 audit of the Delhi government.

The report, which was tabled in the Delhi Assembly by Finance Minister Manish Sisodia on Tuesday, said that the Delhi government “did not give adequate importance to implementation” of the Swachh Bharat Mission.

“Not a single toilet was constructed under the Swachh Bharat Mission since its inception on October 2, 2014. All the funds, totalling ₹40.31 crore, allocated for this purpose remains idling in banks; monitoring and evaluation mechanism prescribed in the scheme to monitor the progress of work did not function effectively [sic],” the report read.

‘Agencies did nothing’

As of March 2017, the entire amount remains unused as none of the six implementing agencies, including the municipal corporations and departments of the State government, constructed any toilets under the scheme, the audit found.

The north, south and east Delhi municipal corporations said they constructed toilets using their own resources.

The Delhi Urban Shelter Improvement Board (DUSIB), which constructs community toilets in slum areas, was given ₹6.86 crore, including the State government’s share of ₹1.71 crore, in January 2016. But the DUSIB ended up returning the amount as it did not receive the remaining funds. DUSIB required ₹41.49 crore.
