The National Green Tribunal (NGT), on Wednesday, directed the Delhi Jal Board (DJB) and the National Mission for Clean Ganga (NMCG) to jointly set up the 14 sewage treatment plant (STP) which had been proposed, in order to carry out the rejuvenation of river Yamuna.
A Bench headed by NGT chairperson Swatanter Kumar said that the expenses will be borne by the authorities in a 70:30 ratio.
Adequate finances
“There is no dispute to the fact that the DJB is the paramount executing body. The government of NCT Delhi is equally responsible and it has to provide adequate finances which would help in providing a clean environment. The government has to provide all requisite funds if the DJB falls short of money,” it said.
Further, the green panel directed the DJB to expedite the matter and ensure proper compliance of the orders. “The rehabilitation of the sewage system under Phase I has to be executed by the DJB,” added the Bench.
‘Lack of cooperation’
Earlier, on December 5, the Tribunal had observed that a lack of cooperation between the various authorities had resulted in the delay in the execution of the Yamuna cleaning project.
“Though the project has been started and some work partly executed, there has been undue delay in processing the work of the project in its correct perspective. The reason for the delay is non-cooperation and lack of executive will to complete the project” the Bench had said.
