Motor Vehicles Act needs to be amended

The Capital’s civic bodies said on Thursday that their policy on e-rickshaws was ready, but it could not be implemented till the Motor Vehicles Act was amended.

The municipal corporations were asked to draft regulations for the battery-operated vehicles in June, when Union Transport Minister Nitin Gadkari declared the e-rickshaws legal.

“Our draft policy went to the Law Department, which said that under the present legal dispensation e-rickshaws were covered under the Motor Vehicles Act. Until e-rickshaws are excluded from the Act, our policy cannot be passed,” said South Delhi Municipal Corporation Commissioner Manish Gupta.

The policy covers the registration of e-rickshaw drivers and giving them identity cards, as well as demarcating routes on which they will be allowed to ply.

“The Tripura Government had passed a policy on e-rickshaws, and we based our draft on a similar pattern. As soon as the Act is changed, we will clear our policy,” said North Delhi Municipal Corporation Mayor Yogender Chandolia.
