Asks civic bodies to take action on plea of Ghazipur residents

Following two separate complaints pertaining to illegal extraction of groundwater, the National Green Tribunal (NGT) has directed civic bodies to carry out inspections and take action.

While hearing a plea filed against six residents of Ghazipur, a Bench headed by NGT Chairperson Justice Adarsh Kumar Goel said, “Allegation in the letter, which has been treated as an application is that an illegal submersible pump has been installed at Ghazipur…let the SDMC, New Delhi Municipal Council and Delhi Jal Board look into the matter and take appropriate action.”

Authorities have been asked to take action “in accordance with law” within one month.

In a separate complaint pertaining to illegal extraction of groundwater for selling packaged drinking water, the green panel has directed the North Delhi Municipal Corporation to submit a factual report within one month.

“Allegation in the letter, which has been treated as an application, is that illegal groundwater extraction is taking place by setting up two to three borewells…in Rohini Sector 16 without any valid permission from the [civic body], Central Ground Water Authority and Delhi Development Authority,” the Bench observed.

Noting the allegations in the plea, the Bench further observed, “Permission has been taken for one borewell from the Delhi Jal Board. Without any permission for selling packaged drinking water, 2,000-2,500 bottles and jugs are being sold daily.”

Warning authorities of prosecution in case of non-compliance, the Bench reiterated, “Needless to say that order of the NGT is binding as a decree of court and non-compliance is actionable by way of punitive action including prosecution.”
