‘Complete demarcation of Ridge by June 30’

Fines will be levied if exercise is not completed on time, NGT tells Delhi govt

Extending the deadline for completion of demarcation of the southern Ridge, the National Green Tribunal (NGT) has directed the Delhi government to complete the exercise by June 30.

A Bench headed by judicial member Raghuvendra S. Rathore stated that fines will be levied if demarcation work is not completed within the stipulated time.

“After considering the facts and circumstances, and past orders by which time was given for completion of the work, we deem it proper to grant further time up to June 30. However, we also direct that in case work is not completed till that date, then a fine of ₹5,000 per day shall be paid till July 31,” it said.

‘Penal action’

The green panel added, “It is made clear that under no circumstances and for no reason whatsoever further time beyond July 31 shall be granted. In case of default, appropriate order shall be passed against the officer concerned in accordance with law which may include penal action.”

The tribunal also asked the authorities to submit “periodical report in respect of the progress”.

“Respondents are directed to ensure that no encroachments are done in the demarcated area hereafter. In case any encroachment is found to be made then it shall be personal responsibility of the concerning officer,” the Bench said in its March 20 order.

‘Casual approach’

Earlier, the NGT had rapped the government for its “casual approach” towards demarcation of forest land in the southern Ridge. It had also directed the government to complete demarcation of land within the stipulated period, failing which heavy fines would be levied on the authorities. The directions came while the panel was hearing pleas filed by city resident Sonya Ghosh and others, who had sought removal of encroachments from the Ridge.
