BJP protests appointment of DANICS officer as Delhi Assembly Secretary

A delegation of Bharatiya Janata Party MLAs led by Leader of Opposition in the Delhi Assembly V.K. Malhotra on Wednesday met Lieutenant-Governor Tejendra Khanna and handed over a memorandum to him on the issue of removal of the Secretary of Delhi Assembly.

The BJP delegation, which comprised senior leaders Jagdish Mukhi, Harsh Vardhan, Sahab Singh Chauhan, Jai Bhagwan Agarwal and S. P. Ratawal, charged that the recent removal of Secretary, Delhi Assembly, and posting of a DANICS cadre officer in his place by the Delhi Government amounted to “interference by the Government in Delhi Legislative Assembly'' and “the executive attempting to overpower the legislature.”

This interference on the part of the Government is against established conventions, democratic norms and the parliamentary system, the party leaders said.

“The worst part of the whole episode is that the Speaker was not consulted before taking this inappropriate action,'' they said, and demanded that the “the Speaker should appoint a person either from Parliament or from judiciary in consultation with the Government and the Leader of Opposition in the larger interest of parliamentary system and democracy''.

Expressing apprehension that the DANICS officer's “being directly under the Government will become subservient to the Government and will work according to the whims of the Government'', the party leaders said, “The BJP has been regularly demanding full autonomy for Delhi Legislative Assembly so that it can function without fear or favour.''

They also expressed surprise on why the Delhi Government had gone back on its assurance and has started interfering in the functioning of Delhi Assembly by appointing a DANICS officer.
