Roads in Border areas
A General Engineer Force organised more or less on the pattern of the military engineering units is now being raised by the Border Roads Development Board in order to develop communications in the north and north-east border areas. The newly raised civilian force, for which recruitment will be from both the open market and from ex-servicemen, will be organised into self-contained working groups with its own engineering motor transport and other facilities. The Board has accorded priorities for the various projects in the hilly terrain in Jammu and Kashmir, Punjab, U.P. and NEFA after assessing all the problems that have to be tackled for the development of communications in the mountainous regions. An all-party group of 80 members of Parliament has drafted a new Bill to make racial discrimination illegal in Britain. The Bill is a simplified version of the one introduced some time ago which received a second reading in Parliament but failed to make further progress. The Bill says: “No person shall be entitled to exercise discrimination in any place to which the public are admitted freely or upon payment.”
H.R. Moharay dead
The death occurred in Bangalore on July 27 of Mr. H.R. Moharay, former Editor of Samyukta Karnataka and for long, a member of the All-India Newspaper Editors' Conference. He was born in 1892 in Bijapur District. He plunged himself into the non-cooperation movement before taking his B.A. Degree in response to the clarion call of Mahatma Gandhi. In 1923 he was sentenced to two years' rigorous imprisonment for writing an article captioned, Karnataka Veerare , published in the KarnatakaVaibhava weekly, Bijapur. In 1925 he took over the complete management and proprietorship of the journal.
Pilgrimage to Amarnath
The Kashmir Government has made adequate arrangements for pilgrimage to the 13,000-feet high Amarnath cave this year. Over 9,000 persons are expected to join the pilgrimage which falls on August 7. They will leave Srinagar for Pahalgam on July 28.
