Best known for banning lottery in Delhi in 1994, he also worked to curb alcoholism and set up the GGS Indraprastha varsity as Education Minister. In 2004, he was accused of violating model code with defamatory remarks. In 2009, his assets declaration affidavit came in for flak for undervaluation.
