The financial bid for the Vizhinjam International Container Transhipment Terminal will be opened only after getting the Union government's security clearance, Minister for Ports K. Babu said.

Replying to questions in the Assembly on Monday, Mr. Babu said the State government had applied for security clearance to the Centre on September 15. A consortium of Welspun Infratech Ltd (India), Welspun Corporation Ltd (India) and Laiton Contractors (India) and a company Mundra Port and Special Economic Zone (India), have qualified in the technical bid. A Memorandum of Understanding will be signed on finalising the operational partner.

Money chain cases

Finance Minister K.M. Mani said money chain model cheating cases involving Rs.113.36 crore had been reported in the State so far. As many as 280 cases had been registered till June 26. Steps have been taken to inform the details of the fake accounts of such companies to the Reserve Bank of India. A comprehensive legislation, the Kerala Protection of Interests of Depositors (in Financial Establishments), is being considered by the government.

The government has decided to form a commission for minorities on the lines of the Central commission. Its structure and other aspects are being worked out. There were no proposals to form Kerala Civil Service as proposed by the Administrative Reforms Commission, Mr. Mani said.
