The economic resources of India have been successfully organised by the Munitions Board and Indian capital has been freely forthcoming for the cast mechanism that was necessary to achieve these results. Your Government was responsible and notably His Excellency the Commander-in-Chief Sir Charles Munro whose military skill, unsparing energy and sagacious counsel have greatly contributed to the success of Indian arms.
