From the Archives (November 6, 1968): Prohibition in seven years

The All-India Congress Committee to-day [November 5] overwhelmingly approved an amended resolution seeking to introduce Prohibition in all the Congress-ruled States in seven years from October 2, 1969. The resolution moved by those who had requisitioned the AICC meeting wanted complete Prohibition by October 2 next. The seven-year formula was hammered out at the Working Committee meeting this afternoon. Only three opposed the resolution. Mr. C. Subramaniam, who moved the official amendment, made it clear that it could not be assumed that the amendment meant that the programme was being implemented straightway. The amendment clearly provided for the Working Committee working out a programme in consultation with the Congress Chief Ministers, analysing the pros and cons and initiating action in a practical rather than emotional way.
