The Government of India having decided to constitute a Central Cotton Committee at Bombay in pursuance of the recommendations of the Indian Cotton Committee, and as a part of the scheme, the question of the formation of provincial Cotton Committee to work in touch with the Central Cotton Committee have been raised, certain draft proposals were placed before your Committee for consideration in regard to the Provincial Cotton Committee to be formed. The suggestion made that a representative of the Madras Chamber of Commerce might be nominated as a non-official Chairman did not commend itself to your Committee as such a selection would be invidious. As regards non-official nominations, we suggested that provision be duly made for the following nominations: Madras Chamber of Commerce; The Southern India Chamber of Commerce; The local subcommittee formed in the district of Tinnevelly; The local sub-committee in Coimbatore; The local sub-committee in Bellary; The local sub-committee in Cuddapah; The local sub-committee in Kurnool; The local sub-committee in the district of Guntur, we recommended that the formation of such sub-committee should precede the formation of the Provincial Committee.
