The Inquiry Commissioner and Special Judge, Kottayam, S. Soman has ordered a preliminary inquiry into a complaint filed by K.P. Ranganathan that the then Additional Chief Secretary T. Balakrishnan, Joint Secretary K.C. Vijayakumar, and chief executive director (operations) of the KGS corporate house T.P. Nandakumar had colluded in ‘misguiding’ the previous Cabinet in giving in-principle sanction for the proposed Aranmula airport.
The court has made critical comments about the investigating officer Baby Charles in another case regarding the airport. The court has said that Mr. Charles, who had given a clean chit to revenue officials, should not be entrusted with the fresh probe. Along with the three against whom the inquiry has been ordered,

The complaint also named the then Industries Minister Elamaram Karim as the second respondent. However, the court has found that the complaint itself has pointed out that the Cabinet had given the in-principle nod on the basis of notes prepared by the then Joint Secretary (Industries).
As such, there is no reason to order an inquiry against Mr. Karim. The investigation report will have to be filed within three months.
