The National Green Tribunal, Southern Bench, on Friday directed the State Level Environment Impact Assessment Authority (SEIAA) to produce the file relating to the grant of environment clearance for conversion of the new Secretariat-cum-Assembly building into a multi- superspecialty hospital.

The Bench comprising its judicial member Justice M.Chockalingam and expert member Prof.R.Nagendran gave the direction on an application filed by R.Veeramani, advocate, who also challenged the environmental clearance granted by SEIAA.

The Bench was hearing the submission of counsel on the appeal.

On Friday, P.Wilson, senior counsel for the appellant, raised additional grounds. He contended that the State Level Expert Appraisal Committee (SEAC) had not done any independent study or called for any independent reports on the expert body. Nor did it properly appraise the proposal It hastily and mechanically forwarded it to the SEIAA.

Suppression of fact

He further argued that the project proponent deliberately suppressed the fact of the tender notification for the value more than Rs.28 crore to carry out alteration and modification in the subject building before making an application on April 12, 2012 as if there was no construction or alteration at all.

After hearing submission, the Bench asked counsel for SEAC and SEIAA to produce files relating to the matter on Monday.
