Projects revenue at Rs.93.28 cr. and expenditure at Rs.112.26 cr.
TIRUCHI: The Corporation budget for 2007-08, tabled by the Mayor, Sarubala R. Tondaiman, here on Wednesday, projects a deficit of Rs.18.98 crore.
Allocations for widening bridges across the Uyyakkondan river near Cantonment and the Kudamuritti river on Kuzhumani Road, expansion of the Central Bus Stand, laying the Anna Nagar link road and establishment of a new gasifier-based crematorium at Karumandapam are some salient features of the Budget presented before the Corporation Council.
Nearly Rs.6 crore has been set aside as the Corporation's contribution to the Integrated Housing and Slum Development Programme and the Urban Infrastructure Development Scheme for Small and Medium Towns. Proposals, totally worth over Rs.48 crore, sent under the two schemes are awaiting clearance from the Government.
The budget estimates projects the civic body's revenue for the next financial year at Rs.93.28 crore and expenditure at Rs.112.26 crore.
The revised estimates for 2006-07 also show a deficit of Rs.12.65 crore though the budget for the year had projected a surplus of about Rs.24 lakh. This was attributed to the mounting salary and pension expenditure, owing to the regularisation of casual labourers, and a drop in Corporation's share of devolution funds, stamp duty and entertainment levy.
Mrs. Tondaiman said the deficit in 2007-08 would be mainly due to the allocations made for capital works and an anticipated increase in salary expenditure due to the fresh recruitment.
She hoped that the expected revision of property tax and the restructuring of rentals under non-tax heads this year would offset the deficit.
The budget makes a provision of Rs.6.66 crore for strengthening bus route roads, Rs.4.48 crore for construction of pavements with drainages, Rs.5.15 crore for blacktopping kutcha roads and Rs.11.85 crore for renovation of roads dug for laying the underground sewer lines.
The Corporation expects to get about Rs.9.58 crore as grant under the Part-II Scheme utilising which the crematorium, slaughterhouse and several road repair works are to be executed.
The budget earmarks Rs.2.18 crore for the expansion of the Central Bus Stand.
The Anna Nagar Link Road, between Anna Nagar and the Court Complex, would be laid at a cost of Rs.3.20 crore with financial assistance under the Seed Capital Assistance Scheme.
The Kudamuritti bridge would be widened at a cost of Rs.55 lakh and the Uyyakondan bridge at a cost of Rs.85 lakh. A 24-hour hospital is planned in the city.
About Rs.99 lakh has been allotted for replacing the defective pipes of the Golden Rock Drinking Water Supply Scheme for a stretch of about one kilometre.
This would be in addition to the pipes being replaced by the National Highways Authority of India as part of the Tiruchi-Chennai four-lane project.
Discussion on March 12
The Corporation Council would take up the budget for discussion on March 12. Earlier, the Chairman of the Taxation and Finance Committee G. Ramesh submitted the budget proposals to the Mayor.
