A few months after the 1980 Indian Administrative Service batch of officers were promoted as Special Commissioners, the 1981 batch too was promoted.

No, it is not an out-of-turn promotion for the 1981 batch. Just that the promotion for the 1980 batch was delayed, and it was after the Dravida Munnetra Kazhagam came to power that the officers of the batch received this usually-time bound promotion.

A few officers say that it was only during the last couple of years of the AIADMK regime that the promotion issues were even taken up, thanks to the constant pressure of the then Chief Secretary N. Narayanan. Naturally, promotion for many officers was delayed.

The 1981 batch of officers met Chief Minister M. Karunanidhi on Thursday following the promotion. Though there were many smiling faces, a few officers point out the 1981 IAS batch in Andhra Pradesh got this time-bound promotion a year ago. This was because Andhra promoted officers as they stepped into the `eligible year' whereas Tamil Nadu accorded promotions only at the end of the eligible year.
